Mutation changes whose name is on the property tax record. We work out which office keeps your record, put the file together, and see the application through to the certificate.
Most mutations in Delhi go to MCD, online, as an e-Change of name. Leasehold DDA and L&DO property goes to the lessor first, NDMC areas have their own process, and Delhi Cantonment keeps its own records. A file sent to the wrong office comes back, or produces a certificate that isn't valid.
Mutation does not make anyone the owner. MCD's own certificate says so. But buyers, banks and the tax office all read it, and a record left in an old name surfaces at the worst moment: the next sale, the next loan, the next tax demand.

We do
- Work out which office keeps the record, and which of MCD's case types your transfer falls under
- Read the chain of ownership documents and flag any gap before filing, not after a rejection
- Prepare the affidavit and indemnity bond in the format the office uses
- File the application with you on the portal, which runs on the owner's mobile number and OTP
- Answer deficiency notices and follow up with the zonal office until the certificate is issued
- Get the UPIC moved to the new owner afterwards
You do
- Sign the affidavit and indemnity bond and have them notarised
- Share the OTP when the portal asks for it, and pay the government fee
- Clear any property tax arrears on the property
- Get heir NOCs signed, or apply for a Surviving Member Certificate, where the case needs one

How it works
- 01 · Send the papers
- Photographs of the transfer deed, the last tax receipt and anything else you have. On the first call we tell you which office and which case type it is, and what is missing.
- 02 · Fix gaps first
- A missing link in the chain, unpaid tax or an unsigned NOC will get the file sent back. These get sorted before anything is filed.
- 03 · File
- We prepare the documents in the office's format and file with you. You pay the government fee directly.
- 04 · Follow through
- We answer any deficiency notice, download the certificate when it is issued, and get the UPIC moved to your name.

What we won't promise
- We are not a government office. The zonal office decides every application, and nobody can promise approval.
- We don't quote completion dates. MCD's manual sets no fixed processing time.
- Mutation does not settle a dispute between heirs or a challenge to a will. Those go to an advocate and, if needed, a court. We tell you when a file has reached that point.
- Government fees, stamp paper and notary charges are paid by you, separately from our fee.
Common questions
- How long does mutation take in Delhi?
- MCD's manual sets no fixed time, so we don't quote one. Most delay comes from files sent back for a deficiency, which is why we check the papers before filing.
- What does mutation cost?
- The sample form in MCD's April 2023 manual shows an application fee of ₹1,500, and the portal shows the fee for your case when you apply. Stamp paper and notary charges are extra. Our fee depends on the case and is quoted before we start.
- Do I need to visit an office?
- For MCD, usually not: the process is online, though the affidavit and indemnity bond have to be notarised. DDA and L&DO files can need originals or attested copies.
- Is mutation the same as registration?
- No. Registration at the Sub-Registrar transfers the property. Mutation at MCD changes whose name the property tax is billed to. You need both.
